In partnership with BetterBricks, BOC is offering scholarships for the 2026 Oregon Building Operator Certification Level II Training course that begins on August 26th. Preference is to be given to individuals who are not served by a utility that currently offers BOC scholarships, as well as those working in small to mid-sized commercial buildings outside the Portland metro area.

To earn a BOC Level II Training Certificate of Completion, participants must attend five core classes and one supplemental class and complete class tests and projects for a total of 61 hours, or 6.1 CEU’s. The projects include a culminating short presentation to classmates and the instructor on a scoping report for their building (BOC 2005).
Enhanced BOC Level II coursework prepares building operators to evaluate the operational performance of their buildings with a focus on improving energy efficiency. Through their project assignments, operators learn how to collect and analyze building data in order to prepare a building walk-through plan to identify opportunities to improve performance. Optimizing HVAC control systems for energy efficiency is highlighted with an emphasis on equipment sequence of operation and functional testing. Students apply the data collection and analysis steps to their own building through a 5-part set of project assignments completed between class sessions.

BOC Level II is recognized as one of the qualified training programs that meets the requirements for the “qualified person” responsible for determining compliance with the Oregon Building Performance Standard (BPS). Individuals with this credential can support building owners with benchmarking, EUI calculations, development of Operations & Maintenance (O&M) programs, and implementation of Energy Management Plans (EMP), aligning with compliance pathways for both Tier 1 and Tier 2 buildings.
